Progress Muscatine requested Muscatine Power & Water record and broadcast their board meetings on public access TV and social media; and provide an information packet about the agenda to the public.
MPW refused due to cost.
1. MPW is a municipal utility, that means it is owned by the community.
2. On behalf of the community, the Muscatine City Council appoints a five-person board of trustees to manage MPW. Board members include:

Vice Chairperson Tracy McGinnis, Senior Vice President, Retail Banking, CBI
Kevin Fields, President/CAO, Kent Corporation.
Susan Eversmeyer, Co-Owner, River Rehabilitation
Stephen Bradford, Senior Vice President, General Counsel and Secretary, HNI Corporation
3. MPW is at a critical moment in its history. The MPW Board of Trustees will soon determine the next generation of technology that will provide electricity to the Muscatine community. According to the most recent Power Supply Study, costs could reach $290 million.
4. In 2022 MPW assets totaled $243,629,233.
5. No media source regularly, or even semi-regularly, observes meetings of the MPW Board of Trustees.
6. MPW has camera equipment available to use in the MPW Business Office Auditorium, where board meetings are held. Other meetings recorded in the MPW Business Office Auditorium can be found on MPW’s YouTube channel.
7. MPW owns public access TV stations, including CIVIC-TV Channel 2.
8. CIVIC-TV Channel 2 broadcasts board meetings of publicly funded entities, including the Muscatine City Council and the Muscatine County Board of Supervisors.
9. MPW has more employees than the City of Muscatine and Muscatine County. According to the Muscatine Chamber of Commerce, MPW employs 265 people, the City of Muscatine employs 227 people, and Muscatine County employs 231 people.
You can attend the next MPW Board of Trustees meeting and ask MPW to increase transparency and accessibility at the public utility.
You can address the issue of transparency and accessibility during the public comments portion of the board meeting, which is usually at the beginning of the meeting. If the issue of transparency and accessibility is on the agenda, the public can make comments when the board addresses the issue.
As of April 2024, the MPW Board of Trustees meeting time changed, from 5:30pm to 4:00pm.
